The following programs and services are administered by Children & Youth Partnership for Dare County.

Family Support Program

Family Support Program serves as a clearinghouse of information and services available to Dare County's children, youth and their families.

Parents as Teachers

Parents as Teachers provides parent education and family support to families throughout pregnancy until their child enters kindergarten. Through home visits and group meetings parent educators share child development/parenting information and parent-child activities that promote growth and learning.

Family Support Network

Family Support Network offers support for families with children who have special needs by providing a one-on-one parent match with a trained support parent for emotional support, assistance in finding community resources, and sharing parenting experiences.

WINGS

WINGS is a preschool literacy program for ages three to six that focuses on learning through play. The WINGS program uses developmentally appropriate materials to boost a child's skills in areas such as memory, decision-making, cognition, and language.

Imagination Library

Dolly Parton's Imagination Library is a program that mails a hard back age-appropriate book directly to a young child’s home every month. Books will be sent to participating children ages birth to five years.

Dare County Child Care Resource & Referral (CCR&R)

CCR&R offers referrals and information on choosing quality child care for families looking for early learning and out-of-school options; provides training, technical assistance, and support to early learning programs and professionals; and provides information on child care supply and demand, and advocates for children's and child care issues for the community.

Project EDU

Project EDU promotes increased education for Dare County early learning professionals by offering professional development planning, laptop computers and internet access for participating in on-line courses, reimbursement for substitutes, funding for tuition and books, and stipends for successfully completing six hours of Early childhood Education coursework.

Quality Enhancement Program

Quality Enhancement Program provides assistance to licensed early learning centers and family child care homes to improve and enhance the quality of child care offered and to increase their star rated license. The program provides training on the Environment Rating Scales, pre-assessment, consultation and development of a 6-month action plan, one-on-one technical assistance, training, post-assessment, and assistance with star-rated licensed application.

The following program is funded by Children & Youth Partnership for Dare County and administered by Child Care Services association in Chapel Hill, NC.

Child Care WAGE$®

Child Care WAGE$® Project provides education-based salary supplements to teachers, directors and family child care providers working with children between the ages of 0-5. The project is designed to provide preschool children more stable relationships with better educated teachers by rewarding teacher education and continuity of care.

The following programs and services are administered by Children & Youth Partnership for Dare County and operated out of the Dare County Health Department.

Adolescent Parent Outreach Program

Adolescent Parent Outreach Program addresses the needs of families experiencing teen pregnancy and teen parenting.

Baby LINKS

Baby LINKS provides contact from a registered nurse within the first few days after delivery and again at 2 weeks, 3 months, 6 months, and one year, as needed and requested by the mother.

Preventative Health Check

Preventative Health Check assists Dare County families with children from birth through age 5, in obtaining health insurance coverage, basic and specialized medical services, dental care, and transportation.

Child Day Care Assistance Program

Child Day Care Assistance Program offers financial assistance for families who need day care services, so that parents/responsible caretakers can work, seek employment, participate in employment training, or attend school.
