Community Service Block Grant Program is an outreach program designed to assist low-income families to move above the poverty level. Activities included in these projects include a variety of services such as: job counseling and placement, educational/skills training, house placement, day care assistance, transportation assistance, and other types of supportive services.

Outer Banks CDC's facilitates and develops affordable housing for low to moderate income citizens. It provides counseling to individuals seeking information on acquiring affordable housing and plans to become a clearinghouse for affordable housing on the Outer Banks.

Guaranteed Rural Housing Loans USDA Rural Development

Guaranteed Rural Housing Loans is administered by the Rural Housing Service (RHS). Many rural families and individuals may be eligible to become homeowners with the help of this program. Moderate-income people can qualify for mortgages with little or no down payment.
Eligibility: Families living in a designated rural area in need of standard housing
Fees: Customary loan origination fees. Closing costs, including one time guarantee fee (2%) can be included in loan, if appraisal will support the loan amount.

Direct Single Family Housing Loans to purchase, build, improve, or repair homes in rural areas are available to very low income to moderate income families, living in towns with a population less than 10,000 or up to 20,000 in some instances. Call for more details.
Eligibility: Moderate income to very low income families living in a designated rural area in need of standard housing can be eligible for Direct Single Family Housing Loans. A good credit history is required.
Fees: Applicant pays the credit report fee and if a loan is made, the cost of a real estate appraisal, a tax service fee and loan closing costs.
