Parents as Teachers, an early childhood education and family support program for families with children prenatal through age 5, believes that parents are their child's first and most influential teacher. Certified parent educators design home visits for each family to discuss their child's stages of development and provide parent-child activities that promote learning. Periodic group meetings allow parents to meet with other parents of young children in order to share successes and concerns, participate in parent-child activities, and further their knowledge of child development. Together with home visits and group meetings, periodic developmental screenings and information about other available services allow families to be sure that their child has the best possible start in life.
Eligibility: Families with children prenatal to age 5 or until their child enters kindergarten

Parents as Teachers, Born to Learn Program (PAT)
PAT has shared remarkable successes with families in North Carolina and across the country. Overall studies indicate that children whose parents have been through PAT:
- At age 3 outperform their peers in the areas of language, problem solving and other intellectual abilities, and social development
- Score higher on kindergarten readiness tests
- Score higher on standardized measures of reading, math and language in first through fourth grades
- PAT Parents tend to:
- Stay actively involved in their children’s schooling
- Are more knowledgeable about child-rearing practices and child development
- Have more self-confidence in their parenting knowledge and skills.
- Engage in more language and literacy promoting behaviors with their children

This program addresses the needs of families experiencing teen pregnancy and teen parenting. The adolescent parent outreach coordinator will begin serving the teen, her family, and the father as early as possible in the pregnancy and continue working with the whole family unit until the child is at least three years of age. The outreach coordinator will assist the family by coordinating and providing services, so that the child will experience improved health and readiness for school.
Eligibility: Serves families experiencing teen pregnancy.

Baby LINKS is a Smart Start program designed to support every new mother and her child from birth to age one. Shortly after delivery a specially trained registered nurse will contact the new mother to offer a home visit designed to address questions or concerns about normal post-partum recovery, incisions, blood pressure and swelling, bread feeding problems, newborn wellness, and other health concerns. The Baby LINKS nurse provides information, offers resources, and makes referrals to help families meet the demands of caring for a new born. Each family will receive a Baby LINKs resource bag containing informational handouts, products for newborns, and a Keepsake Book filled with newborn care information and Dare County resources.
Eligibility: Baby LINKS serves all new mothers in Dare County and their newborn infants and is not dependent on family income.
Fees: No cost to family.

The Maternity Care Coordination program (MCC) offers comprehensive care from the beginning of pregnancy through the postpartum period. MCC helps pregnant women access resources such as: childbirth and parenting classes, breast feeding, health care for mother and baby, birth control methods, referrals to other programs like WIC, breastfeeding support, and dental care. Maternity Care Coordinators assist pregnant women in obtaining medical care and an array of services such as transportation, housing, job training, and day care.
Eligibility: Pregnant and postpartum women are eligible.
Fees: None to client.

Prenatal care is available to all low risk pregnant women. Delivery services are coordinated with area hospitals and providers since the Health Department does not provide for delivery services. Enrollment and services in the Maternal Health Program are provided by appointment only and can be arranged at the time a pregnancy is confirmed by pregnancy testing.
Eligibility: Serves all women. (Any woman unable to be cared for due to high risk status will be promptly referred to an appropriate care provider.).
Fees: Accepts Medicaid, private insurances, and uninsured women based on a sliding fee scale

At no cost, WIC gives food and nutrition education to women, infants, and children who meet eligibility requirements. WIC is a supplemental food program that issues vouchers for healthy food such as: milk, juice, cheese, dried beans and peas, infant formula, eggs, cereal, peanut butter, and infant cereal. The WIC staff determines which foods a participant receives based on individual needs. Breast feeding advice and support are also provided.
Eligibility: Eligibility based on the following criteria:
- Be a pregnant, breastfeeding, or post-partum woman, or a child under the age of 5.
- Reside in North Carolina
- Meet the financial eligibility requirements as set by the USDA.
- Have a health risk factor based on height/weight, health or diet history, or a low hemoglobin or a low iron count.

Provides for the cost of care and services in a licensed residential facility for pregnant females; counselin concerning alternative methods available to individuals involved in an undesired pregnancy and the probable consequence of each action.

Florence Crittenton Services is a national non-profit agency dedicated to providing a comprehensive range of residential health, educational, prevention, and social services for high risk adolescents, women and their children. Programs offered by the agency serve as an alternative for disadvantaged, high-risk pregnant adolescents and women throughout the Carolinas. The residential home provides access to medical care, educational/vocational services, substance abuse education and intervention, health education, parenting and adoption services, counseling and other individualized services based upon the need of the clients.
Eligibility: Serves high risk women and children throughout the Carolinas

La Leche League of the Outer Banks

La Leche League International is a non-profit organization serving mothers and mothers to be who want to nurse their babies. La Leche League of the Outer Banks strives to promote breastfeeding and support nursing mothers through monthly mother-to-mother meetings, phone counseling, and home visits. A diverse and dynamic group consisting of pregnant mothers, mothers with newborns and mothers with nursing toddlers and beyond meets monthly. Visitors are always welcome.
Eligibility: Serves nursing and expectant mothers.
Fees: No cost to attend meetings. Membership in La Leche League International is available. Membership fees help to support your local Group and the international organization. The benefits of membership include a one-year subscription to NEW BEGINNINGS magazine and a discount on items purchased from LLLI.

Creative Choices is a pro-life community resource that seeks to help women with unplanned pregnancies make informed choices. Services provided include:
- Free pregnancy tests
- Information about: pregnancy, adoptions, fetal development, parenting, abortion procedures/risks, maternity homes, STD's, abstinence education, and post abortion syndrome
- On going parent support
- Creative Mothering Classes provide helpful life skills. By attending, the mother can earn "Mommy Dollars" with which she can purchase maternity clothing, baby clothing, diapers, and nursery items.
Eligibility: Pregnant women and new mothers.
