NC Child Support Enforcement (CSE) offers assistance in the areas of:


  • Location of absent parent

  • Paternity establishment for children born outside of marriage

  • Collection and distribution of support

  • Enforcement of support obligations

Eligibility: Services are available to anyone who is responsible for a child, regardless of income.

Fees: $25.00 one time fee as long as the case remains open. No fee for those referred by the Department of Social Services.

The Department of Social Services offers two kinds of programs, Service Programs and Assistance Programs.

Service Programs are provided by a social worker and often involve other community resources and have guidelines that are more flexible than public assistance programs. Example: Individual and Family Support Services provide counseling to enable the individual to recognize, understand, and cope with problems and conflicts specifically regarding such matters as: household management, consumer affairs, family life, alcoholism, drug addiction, mental retardation, emotional disturbance, and school related problems. Counseling is designed to enable the individual to independently use community resources and achieve adequate family functioning.

Public Assistance programs provide financial assistance, cash-like benefits, or payments on behalf of recipients. Standards of eligibility vary by program and based on client's income and assets. Examples:
Work First Family Assistance - Eligible households may receive cash payment and medical assistance for low-income children deprived of parental care of one or both parents due to death, physical incapacity, absence from the home, or unemployment. A strong emphasis is placed on aiding families with job search and job retention, as well as overcoming possible obstacles that are barriers to work. There is also help available for families who need one-time, temporary assistance.
Food Stamps - Eligible households receive benefits to buy food every month. The monthly allotment of food stamps is electronically transferred to an account that can be accessed by an Electronic Benefit Transfer (EBT) card at the grocery.
Medicaid helps families or individuals with medical bills such as doctor fees, prescription drugs, hospital charges, and nursing home care. There are several types of Medicaid and all have income limits. Some have resource limits.
